Annual report on Government Services

The annual Report on Government Services (RoGS) provides information on the equity, effectiveness and efficiency of government services in Australia.
The report covers the following service sectors:
Childcare, education and training
Main aims of services within the sector:
The child care, education and training (CCET) sector services aim to care for and develop the capacities and talents of children and students, to ensure that they have the necessary knowledge, understanding, skills and values for a productive and rewarding life.
Services included in the sector:
- Early childhood education and care (ECEC)
Services related to early childhood and out-of-school care, comprising child care and preschool services. - School education
Formal schooling, consisting of six to eight years of primary school education followed by five to six years of secondary schooling. - Vocational education and training (VET)
Tertiary education delivered by technical and further education (TAFE) institutes and other VET providers. - Higher education – education delivered by universities (not included as a service specific-chapter in this Report).

Justice
Main aims of services within the sector:
The justice sector services aim to contribute to a safe and secure community and promote a law abiding way of life.
Services included in the sector:
- Police services
Deliver services relating to preserving public order, investigating crime and apprehending offenders, improving road safety and supporting the judicial process. - Courts
Arbitrate on criminal and civil justice matters. This Report focuses on administrative support functions for the courts, such as management of court facilities, services and staffing and the provision of case management services. Judicial decisions and outcomes are not included. - Corrective services
Administer correctional sanctions imposed by courts and orders of the adult parole boards through the management of adult custodial facilities and community corrections orders, and the provision of programs and services to prisoners and offenders. - Legal aid, public prosecutions and tribunals are not included as service-specific sections in this Report. Justice services for children and young offenders (predominately related to youth community corrections and detention) are covered under youth justice in section 17 of the Report.

Emergency Management
Main aims of services within the sector:
Emergency management services aim to reduce the risks of and the adverse effects from emergency events on individuals, communities and the environment. An emergency event is one that endangers or threatens to endanger life, property and/or the environment, and requires a significant and coordinated response, for example, fires, rescues, medical emergencies and natural disasters.
Services included in the sector:
- Fire services
Prepare for, prevent, respond to and assist recovery from fire and other events. - State and Territory emergency services
Largely volunteer organisations that respond to and provide assistance during and after emergency events. - Ambulance services organisations
Provide emergency patient response, care and transport. - Other services with some emergency management responsibilities but not included in reporting for this sector in this Report:
- Hospital emergency departments – services include preparing for and responding to emergency events (section 12 in this Report)
- Police services – services related to preserving public order and responding to, managing and coordinating major incidents and emergencies (section 6 in this Report)
- Marine and lifesaving rescue and coast guard organisations (not included as service-specific sections in this Report).

Health
Main aims of services within the sector:
Health sector services are concerned with promoting, restoring and maintaining a healthy society with the objective that Australians are born and remain healthy. They involve illness prevention, health promotion, the detection and treatment of illness and injury, and the rehabilitation and palliative care of individuals who experience illness and injury.
Services included in the sector:
- Primary and community health
Includes general practice, pharmaceutical services, dentistry, allied health services, maternal and child health, alcohol and drug treatment and other services. - Ambulance services
Includes responding to and treating out-of-hospital medical emergencies. - Public hospitals
Includes care provided to admitted and non-admitted patients, including acute and non-acute care and mental health services. - Mental health management
Includes MBS-subsidised mental health services provided by primary and community health providers, State and Territory government specialised mental health services and non-government services providing community-based support. - Other major areas of government involvement in health provision not covered in the health chapters, or elsewhere in the Report, include public health programs, other than those for mental health, and funding for specialist medical practitioners.

Community Services
Main aims of services within the sector:
Community services provide support to sustain and nurture the functioning of individuals, families and groups, to maximise their potential and to enhance community wellbeing.
Services included in the sector:
There is no nationally agreed definition of ‘community service purpose’, and community services often overlap with other sectors such as health and housing/homelessness. Services listed below are those most commonly identified as community services by government:
- Aged care services
- Services for people with disability
- Child protection services
- Youth justice services

Housing & Homelessness
Main aims of services within the sector:
The main aim of housing and homelessness sector services is to ensure that all Australians have access to affordable, safe and sustainable housing — a vital determinant of wellbeing that is associated with better outcomes in health, education and employment, as well as economic and social participation.1
Services included in the sector:
There are three main areas of government involvement in the housing and homelessness sector:
- Social housing services
Subsidised rental housing provided by not-for-profit, non‑government or government organisations to assist people who are unable to access suitable accommodation through the private market. - Specialist homelessness services
Direct assistance for people who are homeless or at risk of homelessness, including accommodation and other services. - Financial assistance (private housing) – private rental assistance and home purchase assistance (not covered in the housing and homelessness chapters) as targeted payments to assist access to private housing and reduce demand on social housing and homelessness services.
